Notices of Race/Regatta/Series

Under the Racing Rules of Sailing, a "Notice of Race" (NOR) is required for every sailing event using the RRS. It must comply with the requirements of the RRS and becomes a part of the governing rules. This document is to be published by the organizing authority, though it is advised to consult the race committee to prevent conflicts with the sailing instructions.

The purpose of the NOR is for potential competitors to decide whether to enter. Give just the information they will need to make & act on that decision. "Less is more."

The sample below meets the requirements of the rules for most events other than those involving match racing, on-water umpiring or international juries,. See also RRS rules 25, 63.7, 88.2(a), Appendix J,  & the definition of "rule".

  2. Rules: The race/regatta/series will be governed by the rules as defined in The Racing Rules of Sailing (RRS), except as any of these are changed by the sailing instructions, and by rules of the authority governing the waters on which the event is sailed. Sailing instructions will be available at registration, or by viewing the website www.xxx.org/open_si.htm.
    {Note: It is not necessary to specify US SAILING prescriptions, Class rules, the NOR or SIs. These are all included within "the rules as defined in The Racing Rules of Sailing".}
  3. Eligibility & Entries: Eligible boats are _________ {See note.}. Eligibility requirements for competitors are _______ {e.g., age} Eligible boats may be entered by completing registration and paying the entry fee of $___ . {See "Entry Form" below.}. .
    Note: For keelboats, do not say "PHRF", describe as "self-righting monohulls".}
  4. Classes to race: Classes receiving __ entries or more will be placed in one-design fleets. Classes with fewer entries will be placed in {specify PHRF, Portsmouth, or other system} handicapped fleets.
    Note: Some handicap fleet competitors will be interested in how many handicap fleets are expected and how large those fleets will be.

  7. Changes to the Rules: The sailing instructions may modify the rules. Anticipated changes include: _______

    {Possible rules changes: (1) Rule 26 to allow for other than a 5-minute start sequence, (2) Rule 32.1 to allow shortening the last race of the day, (3) Rule 33 to allow displaying mark designators for course changes, (4) Appendix A to award less points than Entries +1 for OCS, DNF, etc. (5) Rule 28.1 in event of a restricted start/finish line.

    Note: The actual changes should be left to the sailing instructions. Avoid creating  conflicst between the NOR & the SIs.}

  8. Prizes: The number of prizes awarded will depend on the number of entries per class.

  9. Scoring: The regatta will be scored using the Low Point system of Appendix A, except as modified by the sailing instructions.

    Note: Leave detailed changes to the sailing instructions. Avoid creating conflicts between rules.}

{Note: The "bound by the.. rules" statement is required by the RRS. A liability waiver statement may be included, but it must not "indemnify" or "hold harmless" the organizing authority; see rule 75.3.}

Permitted liability waiver: "I recognize that the sport of sailing entails inherent risks which the Organizing Authority and race officials may be unable to prevent or ameliorate and which may result in property damage, injury or death.. By participating in this event, I assume those risks.
